a list developed from segments reveeed -- reviewed last year. pg&e says it will have to wait for results of the investigation. the top 100 ranking is a weighted list based on four criteria. important is potential for third-party damage such as an accident by a contractor. potential for corrosion, ground movement and physical design such as age of the pipes and segments could be mere feet or yards long. >> it could be pipe between two valves, segment could be where type of pipe is different or transitions. there is a lot of different things making up these segments. they can with two feet or a mile long. >> the list is raising awareness of the safety all over central and northern california. another top-ranked site on the border of san jose and milpitas. >> i'm concerned. i didn't know it was this close. i knew it's in milpitas. i didn't know it was here.

yeah. >> pg&e says if a pipeline poses a risk it's repaired immediately. in this case, it's still the process of trying to decide whether this needs to be repaired or replaced. the maps can be difficult for the public to decipher. pg&e is urging people to call the new hot line. the phone number is on our web site. david louie abc 7 news. thank you. a 20-year-old victim of the san bruno explosion was laid to rest this afternoon. jessica morales buried in colma, killed after going to her boyfriend's house just feet from the blast site to watch the first nfl game of the season. her boyfriend went to the hospital with severe burns. >> there is concern among homeowners about what the explosion will do to property values there. a part of a lawsuit filed against pg&e seeks to help

residents who may now have trouble selling their home. >> nobody now is looking around going let me buy a house in san bruno. >> agents predict a drastic drop in values in the short term, long term they say home values will be regaining their value. >> i think long term being what say four, five years we're going to be like anyone else. >> pg&e set up a $100 million fund for the victims. the lawsuit seeks to turn control of that fund over to a third party and force the utility to pay damages. a delta md 90 on its way from oakland to salt lake city making a landing this afternoon in sacramento. and this is after the pilot reported a possible engine problem. delta says other flights are being found for the passenger as board. >> experts using tissue samples to determine the species of a whale that wash add shore this morning on

ocean beach. it's badly decomposed and made it hard to examine. researchers have been able to determine it's not a hump back, gray, or blue whale. it's a bounty for researchers. >> it's hard for us to study them out so far in the ocean this, gives us a good opportunity to put together different pods and populations of the whales in the wild. >> and a carcass will be buried during low tide on the beach tomorrow. it was just last week a tanker impaled a whale on the bough and that is probably dead when hit. there is a warning out for female joggers in south san jose. the sheriff's department looking for a man who attacked a woman jogging alone just before 8:00 on a road around snell road. the attacker tried to sexual assault sure, she managed to

runway. and oakland police are issuing a warning two women were robbed and sexual assaulted in separate incidents near lake merit. police think the same person may be responsible for the attacks. the victims say the man was carrying a weapon. police don't have a description yet. >> in the north bay, grief counselors helping students following a death of a 15-year-old boy in a terrible crash on friday. four other boys were hurt. counselors are helping students work through the grieving process. all boys in the accident are from that school. a 15-year-old from novato died and two 17-year-old boys suffered major injuries. >> we're trying to begin the healing process. we have grief counselors for individual and groups today in our schools. >> this chp says the driver was likely speeding, lost

control and hit a big rig carrying cattle. a 16-year-old driver was arrested today on driving under the influence charges by police. when released from the hospital he'll be booked into juvenile hall for charges including driving without a valid license. a bill would require public schools to provide water at lunchtime. interestingly students in half of the schools across california do not have access to drinking water in cafeterias. in this high school a nearest fountain is outside of the building. it gives out water bottles, other schools aren't as generous. >> it's expensive but... it's right. the kids need it. so, if we have to, we make adjustments in other areas in order to provide this for hem. >> the bill requiring schools to provide water with meals by next july. the governor is expected to sign it. >> if you watched oprah, you

saw she gave $1 million to aspire public schools. it's california nonprofit running 30 charter schools from mostly low-income students and several are here in the bay area. >> angel network is giving each school networks $1 million. >> it is a nonprofit, one of six recipients to receive $1 million today for their work in our public schools. abc 7 spent the day with students in oaklandland and joins us now with a look at what sets that school apart. >> reporter: kids and teachers just finished watching oprah. they'll have to share the $1 million with 29 other charter schools that are run by aspire. there are 30 in california and received attention of oprah. >> someone asked me it's height...

>> lionel wilson college academy outperforms all high schools in oakland. it serves predominantly low income students. 95% of latino. there are a few things that sets them apart. quizzes are given every day to make sure students get it. >> you've got the unit conversion right. >> if they don't, the teacher goes over the material again. >> these teachers stay after school and help us. that is showing that they care. and we can make a difference. >> reporter: this school has a advisory prachl. one teacher supervises 15 students to make sure they're on track. the teacher stays with them until they graduate. >> i'm responsible and i'm kind of onsight adult to monster their academic performance. >> every student graduates from high school. nearly all go on to college. alfreddo will be the first in his family to go to college. >> i think it was a good opportunity for me. they just want to see me

succeed. to do better than them. >> reporter: the school is one of snism oakland run by aspire. a public school system featured on oprah because of the high-quality schools. for that, it received $1 million. >> this must be stopped. >> another school system being recognized is summit prep school in redwood city. among the top in the nation. students get in through a lottery system. for parents, like ann jones it was an important moment in her daughter's education. >> i was terrified. we found out she got n then i was happy. >> the school is small, she knows her daughter will not fall through the crack autos it pushes to you do a lot more things and push you past your comfort level. >> and behind me here is some tears from the teachers that i want to mention that emily and her mom are also teachers in that film waiting for superman which will be released this

there is confusion for commuter as long a stretch of southbound interstate 680 as bait area's first express pay lane went into affect. that new lane operates between 5:00 a.m. and 8:00 p.m. monday through friday. right now it's only open into the southbound direction. drivers get charged through their fast track transponders costing between 30 cents and $6. the fine for driving in the lane illegally is $370. it's free for carpoolers and motorcycles and hybrid vehicle was those valid stickers. >> and if the food and drug administration approves, you soon could be buying a genetically engineered fish at your grocery store. the fda began debating whether to allow the salmon to be sold in stores and restaurants. regulators holding two days of hearings on this issue.
